Maxis never planned for a sequel to SimCity, but after the game's massive success they really had no other option. It's a good thing they did. While the core concept was the same, the world view was now dimetric instead of overhead in order to take advantage of the different elevations and underground levels in the landscape. New facilities and the ability to trade with neighboring cities were great, but the new scenarios were really what made the game replayable.

Understanding that gamers loved to destroy the world almost as much as they liked to build it, the game makers included scenarios that were recreations of famous natural disasters (the Great Flood of 1993, Hurricane Hugo) as well as fantasy ones where the city is attacked by giant robots or monsters. Too much fun.
