Yes, totally normal.

In general, the closer a guy gets to an orgasm, the tighter his testicles pull up to the body. The testicles are actually surrounded by thin muscles that contract during sexual arousal. These fibers are most reactive in young guys -- the testicles may not retract as much as a guy ages.

In rare cases, this retraction may cause pain, which may be a sign of a hernia. So if you feel this kind of pain, see a doctor!
